American civil servants
The civil service system of the United States has also undergone a series of reforms. The earliest federal government had little power and few employees. The President the final say. By 1829, Andrew Jackson came to power. In his first year of office, he fired 900 people, drew a large number of his own people to power, and started the official hunting system. The so-called official hunting system is to replace civil servants with supporters of the new regime to hold public office for the needs of governance after gaining power through elections.
Subsequently, in order to prevent such incidents from happening, Congress passed the Pendleton Act in 1883, which established the principle of open competitive examinations and merit based admissions for civil service positions. The 1939 Hatch Act stipulated that serving civil servants were not allowed to engage in political activities. Only a small number of senior officials are appointed.
Federal civil servants are divided into three categories:
The first category belongs to competitive employment, which is the position of the vast majority of civil servants, usually obtained through competitive recruitment, basically through exams.
The second category belongs to senior administrative personnel services, mainly political appointments, similar to European government officials.
The third category belongs to the exception category, such as interns, professionals serving in the diplomatic service. These employees are usually recruited according to the recruitment policies formulated by the exception service agencies themselves.
It is obvious that if Musk wants to lay off people, he must move the Pendleton Act, which is not easy to move.
In fact, as early as the last Trump term, Trump intended to take action, but he chose not to repeal the Pendleton Act, but to bypass him.

This policy was originally designated in 2019, but was later postponed due to the pandemic. Trump chose to sign this order on October 21, 2020, which was a good time because the most crucial issue at this time was the election, and most people did not pay attention to this’ casual little news’.
