Before the Central Economic Work Conference, the heads of the top ten international economic organizations gathered in Beijing!

On the morning of December 10th, President Xi Jinping met with the heads of major international economic organizations who came to China to participate in the “1+10” dialogue at the Great Hall of the People.

This “1+10” dialogue has a special and significant node, which is worth paying attention to.

A special meeting at a special node.

The “1+10” Dialogue was expanded from the “1+6” Roundtable Dialogue, which began in 2016, and includes the heads of the ten most important and influential international economic organizations in the world today.
They are respectively:
President of the New Development Bank, Rousseff;

World Bank President, Peng Anjie;

Georgieva, Managing Director of the International Monetary Fund;

Director General of the World Trade Organization, Ivira;

Secretary General of the United Nations Conference on Trade and Development, Greenspan;

Director General of the International Labour Organization, Hong Bo;

Secretary General of the Organization for Economic Cooperation and Development, Coleman;

General Manager of the Bank for International Settlements, Carstens;

Chairman of the Financial Stability Board, Norte;

President of the Asian Infrastructure Investment Bank, Jin Liqun.
These ten leaders gathered in Beijing, reflecting the high attention and recognition of China’s economic performance by the international community in today’s extremely complex international situation.
The “1+10” conference, scheduled on the eve of this year’s Central Economic Work Conference, clearly has a special purpose: on the one hand, to listen to the opinions and suggestions of the heads of international economic organizations on the Chinese economy, and on the other hand, to convey confidence in the Chinese economy to the world.
President Xi Jinping and Premier Li Qiang respectively met with ten responsible persons, fully demonstrating China’s sincerity in continuing to practice multilateralism, promoting world multipolarity, and economic globalization.
Chinese leaders mainly conveyed three levels of meaning.
Currently, global challenges are constantly emerging, and the deficits in peace, development, and security are becoming increasingly prominent.
Represented by the United States, some countries are vigorously engaging in “decoupling and chain breaking”, “small courtyards with high walls”, and “sanctions and coercion”. Unilateralism and protectionism are prevalent, leading to the continuous polarization and fragmentation of the global economy, seriously affecting the process of globalization and the sustainable development of all countries.
During this meeting, President Xi Jinping made it clear that China will firmly support international economic organizations in practicing multilateralism and continue to play an important role as an engine of world economic growth, promoting global economic prosperity and stability.
President Xi’s speech mainly conveyed three levels of meaning.
The first layer: Analyzed the current situation facing the world economy.
Xi Jinping pointed out that currently, the centennial changes are accelerating and the world is entering a new period of turbulence and transformation, once again at a critical crossroads.
On the one hand, the game between major powers continues to escalate, geopolitical conflicts arise one after another, and dangers abound in the intertwined international landscape of chaos and change.

On the other hand, the global economic recovery is weak, and some countries have shown a significant increase in inward looking tendencies, leading to a reversal of economic globalization.

In this context, how to promote the world economy to embark on a path of strong and sustainable growth is a major issue facing the international community.

During the meeting, President Xi Jinping used a vivid metaphor: countries are not riding on more than 190 small boats, but on a big ship with a shared destiny. They should view each other’s development as opportunities rather than challenges, treat each other as partners rather than opponents, and make “solidarity, cooperation, and mutual benefit” the main theme of the times.
This metaphor vividly illustrates China’s “global view” and “worldview”, which is that global issues concern the vital interests of every country, conflicts and confrontations are not conducive to solving challenges, and unity and cooperation are the way to survival.
The second layer: Introduces the achievements of China’s high-quality economic development.
Since the beginning of this year, some Western media and politicians have vigorously hyped up the so-called “peak theory” and “decline theory” of the Chinese economy, attempting to sing the praises of China internationally.
Therefore, introducing China’s real development situation to the heads of international economic organizations and clarifying the source has become one of the important agendas of this conference.
At the meeting, President Xi Jinping introduced the relevant situation of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, especially the series of important measures recently introduced by China.
He clearly pointed out that after more than 40 years of sustained and rapid development, the Chinese economy has entered a stage of high-quality development, with a contribution rate of around 30% to world economic growth.
Currently, China has become an important and crucial component of the global supply chain, with the world’s largest high-speed railway network, highway network, and world-class port cluster, creating a favorable hardware and software environment for open cooperation in the global supply chain.

Entering a new stage of development, the Chinese economy has shifted from placing greater emphasis on development speed to balancing speed and quality. In particular, China has led the way in innovative technology, driving the rapid development of a number of high-tech industries and accelerating the construction of a new engine for the digital age economy.
The third layer proposes the “China Plan” for global economic governance.
Xi Jinping emphasized that promoting world economic growth cannot be achieved without effective and proactive global economic governance.
In this regard, China is willing to work with major international economic organizations to practice multilateralism, promote international cooperation, support the development of countries in the global South, promote an equal and orderly world multipolarization, inclusive economic globalization, and build a just world for common development.
For some time now, there have been increasing discussions on the reform of international economic organizations, and of course, there are also significant differences.
In response to this, Xi Jinping pointed out that international economic organizations should keep pace with the times, respond to the call of the times and the expectations of the world’s people, actively participate in and promote the reform of the global economic governance system, build a more just and reasonable global economic governance system, reflect the development and changes of the world economic pattern, and increase the representation and discourse power of countries in the global South.
In fact, all parties have reached some consensus in this regard, and the key is to turn the vision into reality.
No matter how global economic governance is reformed, it must adhere to the principle of consultation, co construction and sharing, uphold true multilateralism, and ensure equal rights, opportunities and rules for all countries.
International economic organization leaders have praised it one after another.
During the meeting with Chinese leaders, representatives from foreign countries such as the President of the New Development Bank, Rousseff, the Managing Director of the International Monetary Fund, Georgieva, and the President of the World Bank, Peng Anjie, made speeches.
International economic organization leaders generally believe that China’s development achievements have attracted worldwide attention, especially in the field of poverty reduction, where it has created a human miracle, and in terms of new quality productivity, it is also at the forefront of the world.
Currently, China continues to comprehensively deepen reforms, expand opening-up to the outside world, and achieve high-quality development, providing enormous opportunities for the world, especially for countries in the global South.
In particular, China’s proposal to jointly build the “the Belt and Road” initiative and the three major global initiatives fully demonstrates its responsibility as a responsible major country, and provides an important platform for countries in the South to take the China Development Express and realize their own development.

The series of measures taken by China to promote economic growth, optimize the business environment, and expand opening-up to the outside world are powerful and effective, and have important enlightening significance for the world.
In recent international estimates of the global economy for next year, ‘uncertainty’ has become a theme word.
In contrast, the Central Politburo meeting on December 9th emphasized that China’s economy “will adhere to seeking progress while maintaining stability and promoting stability through progress next year,” highlighting the word “stability”.
Faced with the complex international situation, China has always insisted on doing its own thing well. While achieving high-quality development, it has also brought new impetus and opportunities to the world economy.
It is obvious that China is the greatest certainty in an uncertain world.
