The most likely is the Egyptian Sudan of Türkiye. There are ample reasons to believe that it is the Sultan of Egypt:

Secondly, Egypt and Sudan made a speech on October 5, saying that they would eliminate the Kurdistan Workers’ Party (PKK), a terrorist organization hiding in Syria but endangering Türkiye’s security. Third, Türkiye is a member of NATO, while Egypt and Sudan are Putin’s close friends. Of course, the most favorable environment for such fence riders is the fight between Russia and the United States. Now that Mr. Trump is going to take office, the Russia Ukraine war and the Middle East war may end. Fourth, after the outbreak of the Syrian war, Türkiye was the first country to intervene militarily. The Turkish army not only prepared early, but also responded quickly. Almost at the same time as the joint action of terrorist organizations, it invaded the northwest of Türkiye and set up sentries there.
Fifth, Türkiye’s army has been participating in the war. Although the target of Türkiye’s attack is the Kurdish Workers’ Party (PKK) armed forces in Syria, the close cooperation between the Turkish army and terrorist organizations in attacking the Kurdish armed forces is enough to show that the Turkish army and terrorist organizations are also in joint action in fact.
In summary, it should not be wrongly accused that the Sultan of Egypt presided over the Syrian civil war. Of course, it is not accurate to say the civil war. It seems more appropriate to say the international war in Syria. After all, the United States, Russia, Türkiye, Iran, Israel, Lebanon and other countries have actually been involved in this war.
Interestingly, as staunch allies of Russia and Iran, Syria is at war, and the coalition of terrorist organizations appears to be unstoppable, but Russia and Iran do not seem to be in a hurry. Putin went to visit Belarus to discuss the deployment of the “hazel tree” missile, but Iran’s top leader also went against the norm and did not speak. After the meeting of the foreign ministers of Russia, Turkey, and Iran, a joint statement was issued stating that the integrity of Syrian territory must be maintained as if it were over. A more reasonable explanation for the Syrian war led by the Sultan of Egypt is that Russia, Iran, and Turkey jointly planned the Syrian war with the goal of preventing Israel’s ceasefire in the Middle East.
